The African National Congress (ANC) remains unwavering in its commitment to the renewal, unity, and organisational strengthening of the movement across all provinces. In this context, the National Executive Committee (NEC) has taken a strategic decision to reconfigure the Western Cape provincial structures, ensuring that the ANC remains an effective vehicle for transformation, development, and people-centred governance.

The Western Cape occupies a unique place in South Africa’s history as the seat and genesis of colonial power and the launchpad of apartheid. It was in this province that generations of African Kings, freedom fighters, traditional leaders, and revolutionaries were incarcerated in places such as the Castle of Good Hope and Robben Island. Yet, it is also a province of immense potential, an economic gateway through its ports and airports, and a strategic centre for tourism, trade, and industry. The ANC must, therefore, strengthen its political and organisational presence in this province to advance transformation and confront the anti-poor and anti-transformation agenda currently embedded in this province.

The NEC commends the discipline and dedication displayed by ANC structures and members in the Western Cape throughout this period of transition. The reconfiguration is not a punitive measure against the Provincial Executive Committee (PEC) but a proactive and corrective step to enhance the movement’s effectiveness in one of the most strategically important provinces of the Republic.

This intervention comes at a time when the overall national electoral performance was impacted by a decline in key provinces, including the Western Cape, which saw a 9% drop in results. This makes both Gauteng and the Western Cape central to the ANC’s broader strategy of renewal, rebuilding, and recovery. The NEC’s decision follows extensive deliberations to ensure that the process is politically necessary, constitutionally sound, and consistent with the principles of democratic centralism. The intervention is fully aligned with Rules 12.2.2, 12.2.3, and 12.2.4 of the ANC Constitution, which empower the NEC to ensure the effective functioning of all ANC structures.

The immediate task in the Western Cape is to rebuild ANC branches, Leagues, and regional structures so they can thefunction as vibrant instruments of community development and political education. The ANC’s brand, Communications, and mass work must be strengthened to reaffirm the organisation’s leadership role amongpeople.

The reconfiguration will also prioritise ethical leadership, discipline, and the fight against corruption, including confronting the scourges of crime, extortion, and gang-related violence. The movement will intensify its work on gender equality, social inclusion, and deepening economic transformation that benefits the poor and marginalised.

Preparations for the 2026 Local Government Elections will be a central focus, with the goal of reclaiming lost ground and positioning the ANC at the centre of governance in the province. To achieve this, the NEC has resolved to establish a Provincial Task Team (PTT) that will guide the rebuilding process, stabilise organisational structures, and lead preparations for future electoral contests.

The leadership collective being put in place integrates members of the outgoing PEC with seasoned leaders, cadres, and veterans, combining experience with renewed energy to strengthen unity, discipline, and community connection.

Comrade Sifiso Mtsweni is appointed as the new Provincial Spokesperson, with immediate effect. Comrade Mtsweni will lead our communications and public messaging as we intensify community engagement across the province. We extend our sincere gratitude to Comrade Khaled Sayed for his dedicated service and steadfast contribution as outgoing Provincial Spokesperson. His commitment strengthened our communications footprint and advanced the movement’s message in the Western Cape.

The ANC calls upon all structures, members, and supporters in the Western Cape to unite behind this decision, recognising it as a necessary step towards renewal and strengthening the movement. This reconfiguration marks a decisive effort to ensure that the ANC remains strong, united, and capable of leading transformation and development in the province and across South Africa.
