Resolution by the portfolio committees on correctional services and health

2 September 1996

The Portfolio Committees on Correctional Services and Health having noted the serious reports about corruption in prisons throughout South Africa; specifically noting reports of corruption at Victor Verster, Pollsmoor and Johannesburg prisons, and of corruption linking gangs inside and outside prison with prison staff as alleged accomplices, resolves that:

  • An immediate Independent National Investigation into corruption must be appointed into all manifestations of corruption in the Department of Correctional Services, throughout South Africa.
  • Noticing the seriousness of the allegations that have already come to light regarding Victor Verster, Pollsmoor and Johannesburg
  • prisons; that the Provincial Commissioners of the Western Cape and Gauteng, the Commanding Officers of Victor Verster, Pollsmoor and Johannesburg prisons, together with the National Commissioner of Correctional Services and Health and to give oral evidence about the measures that are being taken to address the allegations of corruption.

These measures must be taken as a matter of extreme urgency.
